Can you please explain the meaning of the word “otherwise” in this sentence? Can you rephrase it in another ..
Q: … way that can be easily understood?—————————However, while reliance upon, and participation within the informal sector provision of environmental services has enabled the poorer households to survive (especially provision of water supply), it has also exacerbated socio-economic inequities. Informal provision *of otherwise* non-existent services for water supply and sanitation has made urban poor a captive market whose ‘ability to pay’ can not be measured by what they are currently required to pay for the largely unregulated, informal water supply and sanitation services.
A: It means that they are the only existing services and without them there would be none. It is a slam on the state of the area that sees the poor in a condition where they are paying extraordinary fees for water because there are no state sponsored facilities for providing water to them
Can you stop using the word socialist?
Q: Let’s be honest, you don’t even really know what it means. How do you quantify government involvement and what is the threshold where a government moves from capitalisticdemocratic to socialist. If you can’t measure it, quantify it and be precise then it is just opinion. I didn’t hear the shrill socialist screams of the right when the medicare drug benefit was enacted. So what is the tipping point? I know, I know…government motors, fannie, freddie, AIG, Citi. But almost every economist worth his salt who studied the great depression has said that the lack of government intervention and spending during that time is what exacerbated the situation. I think we all know that current interventions are temporary and if there is an expansionist effort the peeps will revolt.Anyway, so unless you can quantify it, be fact based and identify a political or economic marker for socialism, then you are just spouting opinion….and any knucklehead can have one of those.I think the non-thinking reactions are a serious problem for the republican party. Talking points are fine, but at some point you guys need to think about what you are saying if you are going to mount a credible defense. The political and democratic process needs more than this shrill, reactionary, cult response. C’mon guys…we need you to think! All emotion, no facts…it will be your parties undoing…a shamehttp://www.heritage.org/Index/FYI…Stating something doesn’t make it ‘Fact’. You actually should cite a few primary sources and establish some consensus among “experts”.These steps do not necessarily establish iron clad facts but they do lend credibility to your argument.Anyone can make a statement as fact and having heard someone say it or having read it on a napkin or bathroom wall is not sufficient.

World of Warcraft Widow?
Q: Friend: Female, married but currently geographically distant from husband so they communicate by phone/messenger. Many hours time difference. Used to talk twice a day, but now just once due to scheduling but may go back to twice a day soon.Friend’s Husband: Recently just got back into Warcraft. And is at a high level (in the 60’s, if that means anything to you… I don’t know what that is). She’ll call. He’ll say a few words then will say he’s doing a ‘group campaign’ and therefore is distracted for most of the conversation. Friend: Has no knowledge of Warcraft and feels she should come before a group campaign. But worries she will alienate him if she complains. Me: I know nothing about the game but I wonder if she should get support from WoW Widows Group. I don’t know if her feelings are justified or if she’s over reacting. I just know she does get sad when she gets on the phone with him and he’s in the middle of a campaign and won’t stop for her. Should she be pertinent and ask him to stop? Or will her silence signify consent and this will just exacerbate the problem later on?
A: Level 70 is the max level I think so 60 is pretty high. But that means he’s not done yet!! (And the game can keep going and going even when you hit max level…)Anyways there’s nothing you can really do. They are addicted, they won’t stop on their own. If you try to take it away, they will only get mad I’m guessing. Hopefully they will get tired of the game eventually and quit on their own. But who’s to say how long that could be…
