Second Murder in Thirteen Months at Clifton T. Perkins State Hospital

For the second time in a little over a year a murder has occurred at Clifton T. Perkins Hospital , a maximum security facility for the criminally insane located in Jessup Maryland. Twenty four year old Vitaly Davydov from Montgomery County has been charged with 1st and 2nd degree murder in the beating death of his roommate 22 year old David Rico-Noyola from Anne Arundel County . Vitaly who suffers from schizophrenia and bipolar disorder had been at the facility ever since he fatally beat his psychiatrist in his Bethesda office in September of 2006. Dr.Wayne Fenton, a 53 year old researcher at the National Institute of Mental Health specialized in the treatment of schizophrenia and had agreed to see Vitaly as an urgent first consultation. The doctor was beaten while trying to persuade Vitaly to continue his medication. In 2007 Vitally was found not criminally responsible for the killing because of severe mental illness and was ordered to the hospital until he was determined to no longer be a threat to anyone. David had been at the hospital since August of 2008 after the Department of Mental Health and Hygiene labeled him incompetent to stand trial for the beating death of his mother 48 year old Ofelia Noyola – Monrroy. He had been scheduled for another competency hearing next month.

According to published reports, shortly before 2:30pm on Friday, Vitally came out of the room he shared with David and asked a security guard for help. Staff members then found David on the floor bleeding with trauma to his head and body. 911 was called and David was pronounced dead at an area hospital’s emergency room. As of yet no motive has been established and Vitaly was returned to the hospital after being charged.

The killing of 45 year old Susan Sachs in September of 2010 was the first in the hospital’s 50 year history. 51 year old El-Soundani El-Wahhabi also known as Saladin Taylor was charged with strangling her with a shoelace while she was in bed. El-Soundani, a convicted murderer who has a history of violence toward women has pleaded not criminally responsible for her murder. Investigators comment that an internal investigation will be conducted.

Question: With regards to Kevin Johns , a three time convicted murderer who suffered from documented severe mental illness since childhood and was once labeled as the most dangerous man in Maryland, the hospital refused to even admit him because there were serious concerns for the safety of it’s staff and other patients. Where can a twice convicted murderer with a history of severe mental illness go for treatment if not at the state’s most secure, most safest, maximum security facility? Kevin eventually ended up taking his own life in his cell at Supermax – another maximum security facility.
